Is a border collie the right dog for me?

A border collie will need lots and lots of exercise, and a job to do. Otherwise it will go crazy. Be prepared to take her on lots of walks. Also consider agility training or something similar, to keep her brain occupied. They are very intelligent, as you said. They're also loyal and good-natured. Just don't let her get bored!
